Some chief clerk at the Ministry can announce this through a circular to all schools. Done. No need for ministers fanfare. Already students are learning less and teachers are working less this messes up things. Cajole them to work hard and extra to catch up and improve themselves. Bad example. Fadhlina you must brush up.your English to be an example to teachers and students. See Anwar beacuse he keeps reading and reading in English his language and knowledge is superb even the so called our angkung Professors cannot touch him!!
