A typical socialist comment which removes initiative from the group and transfers responsibility and therefore arbitrary power to civil servants. The thrust is correct but the implementation is giving the fish instead of the fishing rod in most of the instances. What I can’t understand is why people can’t keep their areas tidy. Being poor doesn’t necessarily mean you have to leave your rubbish everywhere. Organise a community rubbish collection area which the local rubbish collection agents must clear, whatever the status of the housing.
